Any further thoughts: This player is 1800, yet plays below 1000s on other team. I don't see how he can reach that elo without illegal boosting or elo hack. Watch game for yourself if you don't believe. i can't check opposing player's IPs in history, so it's not viable to test out any foul play without access.

prolly his account was given to somebody? Or that was his unlucky game, but anyway he should got some skill anyway, but there is no point to ban him.

Denied. I looked deep into his game history, nothing was found to suggest what you're suggesting.
