37 games and the fact that he can't make his own application doesn't seem very convincing.
Still 2,5 weeks for him to get some more games and apply again for season 2

well the fact that he dont make his own aplication doesnt mean he isnt qualified.. he dunno the page, so he asked me to do it.. and the amount of games doesnt decide if you are qualified or not, its how you play, try to watch some of his replays, im sure youll change your mind

Let him post some replays imo; I understand he doesnt know the website, yet, but I personally believe for a lihl member you should get known with the forum. Let him post a reply with a replay; so people that judge the applications and watch and see.

Saw him in a pub today (or was it yesterday? dunno) and he dissapointed me (stayed with 4 elite archers till lvl 10, leaking every lvl from 7 on). But well, I guess only one game doesn't say much!

I think the player should at least be able to enter the forum. As long as he doesn't post here I won't accept, because it is then impossible for him to read the rules too, or request an enforcement of the rules, which is absolutely needed to do before you can play in the league. Nemo censetur ignorare legem.

You say he has plenty of legion experience. Can you please post an account with more than 30 games then? If you can't he is denied.
