8-14 mins didn't use lucys ult even once or was in a team fight.

This player consistently refuses to team up and is never with the group during key moments. Their decision to farm the jungle instead of participating in fights has led to multiple turnovers and lost objectives. They also don’t respond to pings or team communication, which makes coordination nearly impossible. It’s the same pattern every game with this player, and it’s becoming exhausting. It’s frustrating to put in effort only to have it wasted while 13pointstowin contributes nothing and shows no intention of playing as part of the team.

Well i watched all game (first of all your report is very bad, no timestamp nothing).
I know 13pointstowin gameplay, but in this game, okey he sometimes took the wrong decision but he still took your first racks, he pushed many towers, he joined fights time to time (and yes he missed some fights).
i will have a talk with him but i agree with one thing, you are not a player who can farm that much to "change a game by carrying", like i can do or astros or frank etc...
You need to focus more on team fights, i don't ban you this time but you have to understand this.

ps: sk deserve 10 X more a ban than him.
