Watched both games. In the first game tiny tagged himself to shi's hero at approx 12:30, and continues to this for the next ten minutes. It began after tiny was creeping in forest and shi tried to jack his creeps. But throughout the game, shi was typing gj in all chat whenever scourge killed one of his allies, and creeped in forest the entire time, finally emerging to engage in team fight at 25:40 I bring this up because in the next game, evian says:

(20:28 / Allied) Evian: u like farming neuts?
(20:28 / Allied) TheBullisRed: WTF is wrong with this drow
(20:29 / Allied) NotTodayson: ff it
(20:31 / Allied) Evian: i will fuckuup
(20:33 / Allied) Evian: idiot shi

It is not uncommon for some heros ( particularly legion that shi was playing) to neutral creep at the beginning of games, but those statements by Evian definitely imply intent to harm the game. Typing gj and ty to the opposing team when they kill your allies is annoying and childish, but not bannable.

During the second game evian neutral farmed forest for almost the entire game, apparently still angry about the previous game. He does become active during the last 10 minutes however.

Though I sympathize with Evian, his behavior harmed his team. In the future I would avoid playing with people that lead you to act out.
