It's been always allowed

but in many ways people are doing much worst things example itemsteal without team agree's and item destruction is forbidden too...

Well you can put something like! !rules in bot lobby's so when game is ready to start and when game starts any players non-admins can type !rules and there will be seened something like
==== The Rules =====
1. be reasonable!
2. backdoor is allowed!
3. Do not itemsteal!
4. Please dont leave in game or you get banned!
5. Item destruction is forbiddently restricted!
6. 3rd party programs,excessive flame,racist language,griefing and abuse !votekick command you may get banned directly by an admin!
