After watching replay,
First time at 31:00(in-game time) He was more of split pushing then refusing to defend. He even got towers for the team.
Second time around 36-37:00(in-game time) He does refuse to defend. Just to keep in mind game was already over he can't really 1v5 even if he tried it wouldn't have done anything.
The poster of this request looked like he was raging and therefore decided to request a ban on an unskilled player that is 800 elo. I neither think he refused to buy a tp I just think due to his elo and consistent non-support from his teammates, he forgot. I'm not saying what he did was a good thing at the end. I know some people like to think even though its obvious you can't really do anything you can still 'try' to do something. His reasoning for not defending is fine enough in my opinion.
In conclusion I wouldn't ban the targeted user in this post. Even if its still ban-able it shouldn't be a long one.

Theres nothing to do about my rage , and i dont care about your opinion also dude , rules are rules he didint played with team when we neeeded him he were useless the whole game , what split push are you kidding me ? and he refusal to def base during enemy raxing us 2 times. Please stay away.

You might not care about his opinion, but the moderators who will review this one day or another will. The more information provided will always be helpful, even if it is incorrect.
