He didnt build the necro to steal kills but to give you the ghost aura later on. If you didnt want that, you could have just told him to sell it.

Building a 2nd blaster is the standard blaster build and necessary in order to not leak lvl 2. Not suspicious at all. Instigating a flamewar and then ignoring your team mate is not the way to approach a team game.

This should get denied.

If you don't want him to build on your side then tell him to sell. How is he supposed to know you don't want it otherwise. Based on the chat ingame it's clear you are trying to find a way to get him banned and don't actually care that he built on you. Denied.
